The OPAL is to obtain a Level 1 license. OPAL is not a program, but it is the Online Portfolio for Alternative Licensure that you create as a means to move from an internship license to a level I license. If you have a Level I license and you are attempting to move to a level II license, or a level II license to a level III license, that is done with the Professional Development Dossier.
